It is now possible to download the scientific article ‘Commercial Public Bus Transport Services in Germany: How a Market in Motion Struggles with its Regulatory Framework’

The paper was given an award at the world conference on competition in public transport

The renowned scientific journal Research in Transportation Economics accepted the paper for publication after the award at Thredbo 11 – International Conference on Competition and Ownership in Land Passenger Transport (Michael Beesley Award – honourable mention for best WS paper). The paper deals with the development in licensing competition in the German public bus transport sector since the disclosure judgement by the Federal Administrative Court in 2003. It shows that this market is hindered by the current regulatory framework, in particular by high degrees of uncertainty surrounding the legal framework from the operators’ viewpoint. Considerable success has already been seen, however, in federal states, licensing authorities and transportation authorities who are trying on their own to limit the uncertainty by means of clearer regulations.
