The article explains our development of a long term awarding strategy to secure a high level of competition and efficient services.

In Frankfurt/Main the bus services were awarded by competitive tendering. This process is unique in Germany for a large city such as Frankfurt. For the public invitation to tender the bus network was divided in six line bundles with same volumes of services. To keep the numbers of tenders on a high level, the structure of the line bundles was examined and adjusted after all line bundles were awarded for the first time.
The new sophisticated line bundle concept connects spatial coherences and allows small and medium sized companies as well as large transport corporations to participate. In the meantime first adjusted line bundles were tendered with a very positive response from the operators.
